Local Lettings Policies

Local Lettings Policy for New Build homes in Askern

The local Letting Policy covers 100% the new build homes located on the former Askern Colliery.

Local connection criteria will be applied for up to 100% of the homes for the first let or if the home becomes available within the first anniversary of the completion date.

The initial boundaries of the Schemes are set at the actual village due to the size of the area.

Local connection criteria will include;

•   Living within the defined geographical boundary where the new build homes are located (time period 3 years)

•   In paid work in the defined boundary – (time period 3 years)

•   Has a close family member living in the defined boundary – (time period 3 years)

•   Can demonstrate a strong local connection having lived in the area for five years e.g. lived in the area as a child and then moved away

This is with the exception of applicants in the General Band, who will continue to be considered after residents in all other bands in accordance with DMBC’s Housing Allocations Policy.

Priority 1 Applicants will need to have a Local Connection to Askern, Campsall, Norton, Fenwick, Moss, Sutton, Burghwallis, Skellbrooke and Owston. Those who do not will be bypassed.

Priority 2 If there are no applicants or the shortlist is exhausted on Priority 1 the scheme will be extended to applicants with a Local Connection to the North of Doncaster.

Priority 3 If there are no applicants in Priority 2 the scheme will be allocated to applicants in order of their shortlisted position.  

 

 

Local Lettings Policy for Park View Adwick Le Street.

The local lettings policy covers the 41 self contained properties within the scheme.

Properties in the scheme will be subject to the following criteria;

  • Minimum age designation of 45+
  • Existing residents being prioritised for relocation within the scheme, if this can be accommodated
  • No pets allowed in the scheme
  • An additional exclusion criteria is implemented as follows;

Where the applicant meets one of the following criteria they will be bypassed and not offered a tenancy in the scheme for a period of at least two years if the applicant;

  • Is known to have been involved in anti social behaviour within the last 2 years
  • Is unable to demonstrate an ability to sustain a tenancy for a minimum period of the last 12 months
  • Has an unspent criminal conviction
  • Has been convicted of, or has been held responsible for, criminal damage or arson within the last 12 months
  • Has a history of chaotic behaviour
  • Has a drug or alcohol use or is on a rehabilitation programme

Bypassed applicants will have the right to review the decision under the existing review terms of the Housing Allocations Policy.

The policy will be reviewed after 18 months of operation.

 

Local Lettings Policy for Jubilee Court Wheatley

The local lettings policy covers 100% of the 41 self contained properties within the scheme.

Properties in the scheme will be subject to the following criteria;

  • Minimum age designation of 45+
  • Existing residents being prioritised for relocation within the scheme, if this can be accommodated
  • Single households only
  • No pets allowed in the scheme
  • An additional exclusion criteria is implemented as follows;

Where the applicant meets one of the following criteria they will be bypassed and not offered a tenancy in the scheme for a period of at least two years if the applicant;

  • Is known to have been involved in anti social behaviour within the last 2 years
  • Is unable to demonstrate an ability to sustain a tenancy for a minimum period of the last 12 months
  • Has an unspent criminal conviction
  • Has been convicted of, or has been held responsible for, criminal damage or arson within the last 12 months
  • Has a history of chaotic behaviour
  • Has a drug or alcohol use or is on a rehabilitation programme

Bypassed applicants will have the right to review the decision under the existing review terms of the Housing Allocations Policy.

As the scheme is currently 50% vacant we suggest a phased approach to allocation, including the provision of works to decency standard. We suggest the use of a ‘show flat’ to promote the allocation of the scheme and to establish demand.

The policy will be reviewed after 18 months of operation.


Local Lettings Policy for Silverwood House, Balby Bridge

All lettings in Silverwood House, Balby Bridge will be restricted to applicants who are aged 50 and over and do not have a history of causing anti-social behaviour or participating in criminal activities. 

How will the Local Lettings Policy work?
Applicants must qualify/be eligible to be on the housing register as set out in Doncaster Councils current Housing Allocations Policy and meet the criteria set out in the advert as well as being aged 50 or over and not have any history of causing anti-social behaviour or participating in criminal activities.

If the applicant is excluded and disagrees with the decision can he/she request a review?
Yes, a review of the decision can be requested. The review will be completed by a senior officer who hasn’t had any involvement in the original decision. The decision will be confirmed in writing.

This Local Lettings Policy is effective from 08 August 2013.

This Local Lettings Policy will be reviewed after 12 months of implementation.


Local Lettings Policy for All Lettings on Balby Bridge

All lettings on Balby Bridge will prohibit the keeping of dogs within the tenancy of any flat where the entrance is via a communal entry. 

How will the Local Lettings Policy work?
Properties becoming vacant which are subject to the local lettings policy will be clearly advertised as not to be let to applicants who have dogs. The following icon will be used on the advert.

This Local Lettings Policy is effective from 08 August 2013.

This Local Lettings Policy will be monitored and reviewed after 12 months of implementation.

 

Local Lettings Policy for Coniston Road & Highwoods Crescent Mexborough.


The Local Lettings Policy will cover all the flats on Highwoods Crescent and Coniston Road Mexborough and is effective from 13 February 2012.

The exclusion criteria are as follows, the applicant:

(Note; In this context an applicant refers to all the people registered for re housing in these specific schemes including household members)

  • Is known to have been involved in anti social behaviour within the last 12 months
  • Has an alcohol problem and is not on a treatment programme, where the alcohol problem is associated with anti social behaviour. Consideration will be given to individuals who have an alcohol problem and are actively engaging in a rehabilitation treatment programme; however we don’t feel that this is a good scheme for people with this type of problem
  • Has been convicted for the offence of supplying drugs or has been served with a crack house closure notice or warning letter
  • Individuals or a member of the household were former tenants of Doncaster Borough Council in the last 12 months and have former tenant’s arrears or history of tenancy breaches at this tenancy
  • Has been convicted of, or has been held responsible for, criminal damage or arson within the last 12 months
  • Has been subject to a possession order for neighbour nuisance or anti social behaviour within the last 12 months. To include private sector tenancies where the information can be provided
  • Has caused neighbour nuisance or anti social behaviour that would have resulted in possession proceedings within the last 12 months
  • Has been violent towards staff employed by St Leger Homes, the Council or their partners within the last 12 months
  • Has been convicted of any public order offence including aggravated offences and hate crime within the last 12 months

Preference will be given to applicants who:

  • Are currently in employment, training or any type of voluntary work (including voluntary work within the community) or are actively seeking employment or training
  • Young couples

How long will an applicant be excluded for?
Exclusion from the flats on Highwoods Crescent and Coniston Road, Mexborough will be for a minimum of two years. At the end of the two years the applicant can reapply. The applicant will only be excluded from the flats on Highwoods Crescent and Coniston Road flats. This does not prevent the applicant from being allocated a property somewhere else in the borough not covered by a local lettings policy. However all applicants are subject to the general exclusion criteria in the Allocations Policy.

If the applicant is excluded and disagrees with the decision can he/she request a review?
Yes, a review of the decision can be requested. The review can take the form of a written review or oral hearing. It will be completed by a Principal Officer who hasn’t had any involvement in the original decision. The decision will be confirmed in writing.

Will the Local Lettings Policies be reviewed?
Yes, the policy will be reviewed after 18 months of operation.


Local Lettings Policy for The Crescent Dunscroft

The exclusion criteria are as follows, the applicant:

  • Is known to have been involved in anti social behaviour within the last 12 months.
  • Has an alcohol / drug problem, where the alcohol / drug problem is associated with anti social behaviour and is not on a treatment programme. (Consideration will be given to individuals who have an alcohol / drug problem and are actively engaging in a rehabilitation treatment programme).
  • Has been convicted of the offence of supplying drugs or has been served with a crack house closure notice or warning letter – this is subject to South Yorkshire Police approval.
  • Individuals or a member of the household were former tenants of Doncaster Borough Council in the last 12 months and have former tenant’s arrears or history of tenancy breaches at this tenancy.
  • Has been convicted of, or has been held responsible for, criminal damage or arson within the last 12 months.
  • Has been subject to a possession order for neighbour nuisance or anti social behaviour within the last 12 months. To include private sector tenancies where the information can be provided.
  • Has caused neighbour nuisance or anti social behaviour that would have resulted in possession proceedings within the last 12 months.
